This achievement is currently glitched and will unlock upon completion of the game!
I believe it is currently programmed to give credit as long as you complete every level individually under 1:19:21 which is fairly easy. In total, after completing the game for the first time, my cumulative time was about 3 hours and the achievement unlocked.
I will update this solution if I hear anything about this being fixed.

Just to add that as of June 2020 this achievement is still glitched so this solution still works :)
