Find the Secret Exit out of level 1-7 and complete level 1-8. Once back at the world map follow the rainbow road up north from 1-8 to Star Road.

I went to the secret exit, but it didn't show 1-8 after I got through the secret exit the first time. So I re-did the level and went back to the secret exit for the second time and it unlocked 1-8 that time. Just giving you a heads-up in case if anyone is stuck!

At the end of level 1-7, right as you are finishing the second pink infinite explosion blocks part, instead of continuing regularly slide down the wall right after the electricity and a secret exit will be right there.
After that, complete level 1-8 to unlock a rainbow that, when followed, leads you to the Star Road. BAM! Achievement Unlocked.
