You need the Muvel. See here if you're stuck:
You should have the story objective 'Gather hay (with Muvel)'.
Drive out of the Muvel garage and there are rows of hay bales to your left. Drive over them until the achievement pops (and the story objective is completed).
There’s a gauge on the left hand side of the cab that shows how full the Muvel's hopper is.
