If you didn't get the toilet paper during day 3, there's also some under a nearby building here, resting on a toilet.
Go to the big building nearby with chairlifts coming out of it, head to the back room and pull the lever. The chairlift will start moving and the achievement should pop.

Get the toilet paper from the bunker toilet.Day 4
Near the start of the summit area, over on the right, is a small outside toilet on a hill among some trees. Speak to the unfortunate chap and he'll agree to power the lift if you give him some toilet paper. Do that.If you didn't get the toilet paper during day 3, there's also some under a nearby building here, resting on a toilet.
