All the new areas have Scrap and every old area in which Pripp gives you a side mission spawns new enemies and Scrap/Weapon Parts.
You should easily find 1000 Scrap by the game end if you explore most of every area.

I had the DLC before I started the main game but for some reason, even though I've collected at least 900 scrap (and had 650 at one time before I bought stuff) the achievement won't pop...

Nvm, the tracker didn't actually start counting until I began the DLC after the main game was over. Guess I'll just need to pick up 600 in the DLC only...hopefully there is enough because I already picked up pretty much every ounce of it in the main game.
