This is first possible after beating "North America Tour Part 1", the 6th stage in career where you unlock the Beast bike making it possible. After unlocking the beast, as well as its first upgrade, head back to the "Evening Quay" race inside of the "Mexican Madness" stage.
Start the race holding a Stunter wheelie until your boost meter is full then let go of the wheelie and use your boost until you are empty. As your boost meter is expiring start up another stunter wheelie to fill your meter to about 3/4th. You'll want to slam your front tire into the ground again and boost again for a second time. You should be crossing the finish line as your meter expires at just about 181 km/h.
