As the achievement states you have to win a race at each track, including short tracks. You can race on every track when you reach Level 25.
Some tips
-Put the difficulty on Rookie to make it faster and easier
-Do the minimum number of laps
-If you've beaten James Stewart you can race as him, go to customize rider and play as him so he doesn't come up in your races
-You can track what races you've won by going to the race menu, if the track has a gold medal on the top right of it's image then you've won that race.

It's impossible for me to have the three achievements for that you need to have making all races, podiums and first places...( cover the base/ podium pro/ greatest of all time )
Solve on a new save on a 360 HD for 4h30 of regaming...My cloud save dosen't work!

This is so easy i dont really need to make a solution but if you are strugguling with this then race in single player and change the difficulty to rookie and change the opponents to the easy class.
Note: you must be level 25 to unlock all tracks in the game.

Is there any way of turning the cheating bastard James Stewart off?

You can "turn off" Stewart by racing as him, which you need to do anyway for another achievement

Come in first place on every track. Lower the difficulty to Rookie and set the laps to a minimum. This shouldn’t be too difficult.

Similar to “Podium Pro” however you have to actually come in 1st place on every track for this trophy.
