This is my first time posting a solution, so please be nice.
This Achievement is pretty self-explanatory but if you're impatient and want to gain fast XP, I suggest finding a friend with this game and take turns winning races on the Kinoko Short Track. Even if you don't win or even finish, you still gain XP, but you get much more if you finish every race and even more for winning. Plus you'll be working on the Front Runner and World Class achievements at the same time.
You'll also want to equip the Rider Skill that helps you gainer XP faster. And for my 2nd skill slot, I prefer Quick Get Up just in case I wreck, but anything is fine.

Your level is displayed at the bottom of the main menu. At levels 2,6,10,18 and 25, James Stewart will appear in a video for a short time and talk to you. Once you reach level 25, you get to race James Stewart. XP needed is 113,000.
