The easiest way to do it is with either a friend who sets a slow time or with a dummy account.
From the main menu go to quickplay and then time attack. I left it at "Neuquen" but it doesn't matter. The playground tracks are shorter but I couldn't upload my best time. Go to the leaderboard and press
to set the filter to friends. Then press 
to challenge the ghost. "Neuquen" can easily be completed in around 1:40 and my dummy account ghost was around 2 minutes to give me plenty of time if I mess up.
