This achievement can be done two ways. In Career mode, start an event which is set to double race in the Race setting menu from the career hub. This means you will skip both the Practice & Qualifying events resulting in a 16th position gate pick for the first race, and from here you should go on to win the race.
However, I got the achievement by just letting the AI go off from from the start and once they got round the first corner I started.
With the AI set to easy, both methods can be easily achieved.

I tried this 5 times, and, no pop. Twice at Losail. I let the AI get into the first turn and started. Twice at Si Racha. I let them disappear into the first turn. Nothing. Once at Valkenswaard. I let them disappear, and, waited a second or so before starting. Each time it showed me in 16th place when starting. Next was Agueda, one of the first tracks you compete on. Skipped Practice and Qual.. Won the race and POP! It's been patched???
