Can be done in Career mode not just Grand Prix, at least it worked for me.
In career, set opponent difficulty to easy or medium.
Go out in practice, first lap do a slow, rubbish lap. The AI will always only beat your first lap by like 1second.
Second lap, make sure to best your first lap by quite a margin (5+ seconds or so)
You can check lap times by going back into the pits and checking session info.
Go back into the pits, Click session info and click Qualifying, Repeat the slow then fast lap. Make sure you had the fastest lap of the session.
Beat both races and the achievement shall unlock.
