At the start of the game you will wake up at the Downtown Market there are 2 shops a fish/Sushi vender and a Ramen shop. For the achievement you just need to talk to the Ramen shop owner and she will give you a bowl of Ramen after you are done you will get chopsticks in your inventory and +1 achievement.
