Ricky is the Sock Puppet you meet in the Hotel Lobby at the start of the game.

To get his snacks to spawn you need to watch the cinematic that occurs when you pick up the Stenographer (Pistol)
Ricky will mention that he left some snacks in the lobby for you. (if you skip this, they won't spawn)

Simply return to the Lobby and there will be 2 Candy Bars and a Health-O-Lax.

Rumors are that they don't spawn on harder difficulties, but I got it to spawn on both Veteran and Unfriendly Neighbor difficulty...

For this achievement, you have to pick up Ricky’s snacks. These spawn at the hotel desk where you first meet him. For me, they spawned after I finished the Studios section, right before I took the slide down to the basement/sewers. I’ve seen people say they only spawn on lower difficulties, but I can’t confirm.

Ricky will leave some free snacks for you at the hotel counter where you first met him, but only after you get the handle from the mail in stage 1, just go back there and collect the items.
