You can actually see the first Cheat Tape in the storage area where you need to drop down, before you drop down, and play Red Light Green Light with the one puppet in the corner.

Once you find the Stenographer, head into the staircase where the one blue puppet is and head downstairs to the room where you found the Wrench. Shoot the target to unlock the little cabinet with the Blue Circle Key in it. Once obtained head back to hallway with the Orange Female Puppet and the first save room. Unlock the Blue Circle Door in that hallway. You'll be in a costume room. Head down the hallway and through the door. You'll find the tape on the table.

I apologize if the descriptions of the puppets aren't exactly correct in their color depiction. I am slightly colorblind so I confuse certain colors, if I said a wrong color please let me know and I'll adjust the solution XD.
