It may seem an exaggerate high number (which it is), but in reality, it's not going to take that long to achieve it.
There are various way to send likes within the game, but for me there are 2 optimal ways to do it:
1) Join an Agency (the equivalent of guilds/clans in the game). Whenever you browse the members list you can send 10 likes per each member. It refreshes quite often, so you get around 100-200 likes, based on the size of your agency, every time
2) In the upper left corner of the main Play screen are profiles being broadcast. Just click each one and spam Like. They refresh between matches so it can go even faster. (credit to SPOONYxBARD)
To check how many did you send, you can check under emblems (special), there is a specific one tied to this feat.

The limit is 999 for player, when you lose and you are a spectator, a player can receive up to 999 likes
