In the field behind the house. In the top left area there is a red ballon with a bull, this is the achievement.

When the mini game starts it says something about keeping the arrow below the bull as short as possible. If it gets on the outer red ring it´s game over.

First i just tried keeping my thumbstick in the opposite direction and moving along with it when it changes, this works well everytime for about 18 seconds, then it still goes to the outer ring.

Then i tried tapping my thumbstick to the opposite direction of the arrow and releasing it so the thumbstick goes to the center again and repeated it fast.

This way i managed to get it the first time by using this method and stayed on for about 38 seconds!
