You will unlock this through natural progression in the game as you go up in levels. A light brown circle will appear near the gates to the Collapsed Wasteland
As you approach the gate one of the Civil Corps will tell you the area is dangerous and you need to survive 1 minute in a duel with them. Once the duel starts just run in circles around the ring as the timer counts down. Once it reaches 0, you complete the mission and can now enter the Collapsed Wasteland.

You will need to fight one of the civil corps. I recommend Sam as she's a lower level than the other two. You don't NEED to win the fight, surviving till time runs out is enough.
