The only requirement for this is to get Pinky to the Relationship level of "Buddy" [2 Stars]. After which the Achievement will pop and Pinky will move in to your Workshop.
While a good Chunk of Fish can be used for this the Majority are the "Emperor", or Star Tier. With that in mind its rather easy to just fish in the Wasteland for Emperor Wise Fish, and Fire Fish.
