Any ideas on what Phyllis likes as gifts? It seems the wiki is wrong for her at least on the console version.

I've resorted just to giving her roses since all the girls seem to like those.

On par with roses, I found Yellow Sapphire Necklaces gave +10, which are reasonably easy to make if you have an upgraded pickaxe. She sometimes wants this as a gift, which makes this +30
Slightly better (+12 I think) was seafood noodles, which you can make on the cooking set. 1 fish, 1 flour (wheat on blender) and 1 seasoning (1 coriander which can be found on Amber Island)

oof should have seen this sooner.

Edit: As of the Recent Console Patch on May 23rd Gift Values on Console were Normalized to be in line with PC. My Prior mentions of +30 for Yellow Sapphire Necklaces no longer apply here, and Phylis will instead give +15 for them.

You can get seafood noodles (+12) from the restaurant for 30 of the carnival game tickets in the back room. The darts game is ridiculously easy (and quick) to get full points and you are rewarded with 20 tickets for 20 gold.

The talisman is a good gift too. Plus it's very easy to make. I made 200 without any worry.

You might want to add that you need to try and propose to Phyllis for her romance mission to begin.

I sort of Presumed that would be Obvious, since Phyllis needs to Refuse your Proposal for "Time to Get Serious" to even begin and its completion is a prerequisite to even get to Phyllis' Dream, but i'll Note this.

Make hospital beds of you have the supplies spare. She likes them.

Several days have passed for me since the "Time to get Serious Mission" with no sign of Phyllis's Dream starting. I even tried proposing again, but doing so just had her accept and a marriage the next day. After reloading a save and playing out the end game missions, I've had nothing change. I have a bad feeling I'll need a second playthrough for this unless any have found something to help trigger it.

It's Sam who gives you the mission "Phylli's Dream", not Phyllis.

If you don't have the hospital bed yet, Phyllis likes Talismans which are pretty cheap and easy to make. I created about 30 and gave them out once a day to Phyllis and Dr. Xu because he likes them too and are typically together at the clinic.

Even though she declined, can you propose if you're married already?

As far as I know, the only way to have more than one marriage / proposal running would be console commands which is out of option on Xbox but you could do it at the pc version MAYBE ?
