Learn your desired persons items, through conversation or just use the wiki. (Pretty fleshed out wiki tbh) pump them full of the highest cost effective items you can get. Doesn't seem to be any diminishing returns on repeat items.
Start dating when you reach the ability to gift them a heart knot, (purchasable at the flower shop) which is found in the lower section of the gift window.
Now the proposal part is trickier because it usually involves a quest and I'm fairly certain always requires an upgraded house. Also the wedding ring item only appears on a traveling vendor known as the Mysterious Man. So grab that asap. I bought mine a month or two before I even had a GF.

I've gotten married twice now and i still have not gotten the achievement to pop. Anyone else with this issue?

If you go after Gust, he’ll propose to you. You just need to get to lovers status with him, and then complete a time sensitive quest for Albert. Upon completion, he’ll tell you to meet Gust at the beach where he’ll propose, negating the need for you to buy a ring. There’s a separate achievement for this. You’ll get married the following morning.
