How to unlock the Popular achievement in My Time At Portia - Definitive Guide
As you complete requests from the Guild Board, you'll earn Workshop Points that determine your rank. To obtain an S Rank, you must obtain a total (these points do NOT reset when starting a new year) of 17,500 points.
Depending on how many commissions you take, this could take 2 to 3 years, at least, to earn. I was able to earn about 4,000 my first year, and am halfway through my second with an additional 2,000.
As your rank increases, so do the rank of commissions. Obviously, higher ranked requests offer more Rep, but also require more intricate items. Take your pick, and don't stress too much.
Edit: At around 10,000 total workshop rep I started to see occasional S rank commissions pop-up. These were usually worth about 125 workshop rep each. Commissions that have a "P" on the top left give even bigger bonuses.
Edit 2: You also earn rep by donating items to the museum. The points range from 5 to 25, bigger items, bigger rep.
Edit 3: Finally unlocked it. According to TA, I completed 71 commissions, I also donated about 35 items to the museum (a small amount of rep), and completed each event at least once (first place). I was at the end of the 1st month of the 3rd year, so you should be able to get it far sooner (I didn't worry about commissions until I was about 75% done with the story, so work on them when you can).

To add on to this, the story missions add up fast. I made it to 9000 my first year, mainlining story pretty hard. You can get 100 per day from A ranked commissions as well.

I've done commissions every single day, I'm coming to the end of my first year and I'm on around 14,000 points already. So anyone who wants to get this game done quick, just hit the commissions hard and always pick the highest rank ones available

You need about 17k reputation in Portia, and don’t panic, every month is added up again, try to help the residents only through the town hall (without touching the plots and achievement lines), it’s a pity that only by the end of the game you will become seasoned, but after completing it you can finish everything off )
