I found this during the event Day of the Bright Sun. By the big tree where the seesaw is located there was a sign post to take a group photo, I got the achievement after interacting with the photo sign.

You can also get this on Day of Memories in the second month. There are at least 4 locations marked by a camera icon on the map.

For those who missed the Day of the Bright Sun the first go around and are curious how to get this, later on in the story you'll be asked to get a Camera for Mei, the leader of the Portia newspaper.
After this quest, which came in month 3 for me and could be sooner (I delayed on the Amber Island bridge to get all the Dee-Dee requests done at one time) for you, you'll have the option to open up your camera and take a selfie. On Xbox you open the camera with the right trigger (you may have noticed that it says not available before this quest). Who knows why the camera is mapped to the right trigger, but once you're in the camera options switch the mode to selfie and find someone to snap a picture with.
Another option would be that once you're buddies with someone, you have a dialogue option to snap a group photo. This will also count to the achievement and also comes after completing the camera quest for Mei.
