This requires you to Give someone in Town a Gift that they Hate. While most characters have their own charts on what they Like and Dislike this is most easily done by giving someone in town Animal Feces. with a couple exceptions [Scraps, Alice, Emily and Mcdonald] it is considered a Universal dislike and is incredibly easy to Obtain.

I wasn't actually trying for this but I got it by giving a poo to the cat. I'm guessing not many of the NPCs would like getting poo as a gift.
