Got this after having 10 people at Buddy status, which is 2 hearts on the chart. Doesn't take terribly long either, received on Autumn Day 9 year 1 at .6 game speed.
Doing commissions, quest/activities, saying the right things and giving liked/loved items will increase reputation with others. If you can figure out 2 liked items for a person, it's best to switch back and forth because giving the same liked item can decrease on some people. Found this out with Qi, giving data disc's all the time(power stones is another item he likes).
