This guide assumes you are playing in the classic 1993 mode. The answer will be slightly different if not but the steps should be the same.

In the tower where you get the clues for the location of the books the one when it is pointed at the rocket is 59 Volts. After this go to the small house that a power line coming out of it and also has an underground passage. You will end up in a room with 2 dials and 10 buttons. each button adds a different amount of volts and you need to make the total equal to 59.

The voltage for each button is as follows the with the top left button being one and then then the one below is 2 and so on with the second column being 5 to 10.

If you don't see the second dial also showing 59 you will have to go outside and climb up two towers holding the powerline and pull a lever on both of them. You will then hear the power whirr on and the achievement will unlock.
