With your back to the library, switch on the two cubes in the middle on the right side, images of the serpent and insect should show. Then face left and switch on the cube that is in front of the Marker Switch (triangle shaped podium) and the image of a leaf should appear. The sunken ship will raise, go down to the dock where you started at the very beginning and the achievement will unlock.

I didn't even have to move from my spot back to the dock for the achievement to unlock. It unlocked after using the third switch.

Unlocked for me with the 3rd button. Thanks for the help (something I never thought I'd say to Man Utd fan).

These combinations can be different for everyone as they are random but here's what I did
Go to the map in the library on the wall and rotate it to the correct dial (the dock just south west alittle bit from the dial) then close the library door and use the elevator to go up into the tower and take notes of the gold plaque with the key above it then take the elevator back down to the library and open the door again.
Next exit the library and go into the building directly to the left as you exit click the button to open the door and close it once you go in, after that sit down and put in the information from the plaque one day at a time (24 hour clock) by using the lever on the left to select the row you want to edit and the directionals on the right to select the correct numbers and month make sure to either copy or take pictures of all the constellations when you put the info in as you'll need this later.
After you have all 3 of the constellations exit this building via the button to open the door again and head back into the library and go directly in front of you to the stone book shelf, the book you will need is the blue one on the top right hand side and the picture on the front will look like a lighthouse, open the book and flip thew the pages with the bumper buttons and match up your constellations with the ones from the book to get your combination.
After you have all 3 of the symbols you need head outside and Check the surrounding metal boxes with rotating switches to find and turn on only the 3 symbols that you matched up earlier and once you do the ship will raise automatically and the achievement should pop.
