Before attempting this and following this guide make sure your playing in Classic mode. You need to be in the small building that is on the right to the Library. It’s the first building you’ll see when leaving the dock. When I did this I closed the door behind me so the room went darker, I’m not sure if it’s required but just do so to be sure. Put these three dates and times in and press the white circle button between the arrows after each input.

Where do i put these?

These coordinates go inside the planetarium (I'm not sure if the lights need to be off first, or not, but I turned them off for ambiance anyhow.) The achievement pops once the third coordinate is viewed.
The above solution is if you are on classic mode. If you are on random, you need to activate the lever at the dock, move the map within the library so that it aligns with the dock and turns red, ascend the elevator and read the bronze plaque on the wall. This will give you the three coordinates.
Be aware, the times on the plaque are displayed in 12-hour format, however the planetarium requires you to convert this to a 24-hour format.
