You dont need to get all other 48 achievements to unlock this one. (i mean the 48 from the retail game)
If you got the Detonator DLC (it comes with 10 new achievements), you can unlock few achievements and overall you will be at 48 or more unlocked.
Check your stats in the garage and when you see you are over 48 achievements just start any race in tournament mode and the achievement will unlock as soon as you cross the starting line.

Just a fyi i did all the requirements but this didnt unlock. I just did on offline simple race and it pop before the started :) I also cleared the cache and went to the leaderboards before i did anything
