Single player:
You will get many if not all of these as you complete single player tournaments. To get them all you need to do is drive into another vehicle and if they subsequently smash their vehicle into the scenery you will gain an off-road rage boost.
It also gives you an off-road rage boost if they crash into you and then they go on to crash themselves, muppets!
Online:
You can also obtain off-road rage boost feats online. However you will only get them if the opponent you are causing to crash is lower in the ranking than you are.
If you are after the achievement quickly for whatever reason you can set up a 2player private match on freerace (you can reset at start line in this mode) and have your lower ranked buddy drive into you and boost straight into some scenery. If your vehicles spawn in unfavourable places after a while both press Y to be resetted to the start line to carry on. Rinse and repeat until you've reached your 50 and the cheevo is yours in only a few races.
