You can access this room in the blue door chapter, where you learn to surf on water.
From the first possible transporter enter the sequence:
YELLOW: 3 dots (3rd from top) (found on top of glitch mountain)
RED: 3 dots (3rd from top) (found on top of a tree)
BLUE: parachute (4th from top) (guessed this one)
There's a floppy disk in this room

Once you arrive in the blue house, head right until you acquire Ougai's powers at 'The Grand Sculpture of The Dude' and then keep heading all the way to the right and board the boat. You'll then arrive at 'The Abode of The Techno-Guru Compiler'. Speak to the Techno-Guru who offers to build you a Floppy Board and then the transcriber portal will light up just to your left. Input the following code to access Ougai's hidden room. Don't forget to pick up the Backup Floppy Disk!
