If the bear keeps charging you before you can use your grapple hook on the cliff, get him to follow you back towards his cave and duck into the bit on the left (cliffs behind you), keep close in to the cliff inside this recess, the bear loses interest in you and wanders back to it's cave. You now have as much time as you need to grapple the cliff without the bear charging you.
