when i was doing this i completed all the bountys in Konoha and Tanzaku Town first then went to do the Hot Springs i finished them with 9/10 and had to go back to one of the other bounty boards for the last one.

Yeah I had the same issue myself, the 10th was in Tanzaku Town for me (it was the second ninja who I hadn't talked to before in the other missions).
