Head on over to the Paint Booth at the main menu first. Once there, press :rbbut: to tab over to Layers. Press ‘New’ and scroll down to ‘Brush’ and here you can chose any type of decal and create the custom brush from there. Save it for the achievement to register!

Hiya, try pressing the "RB button." This is a really old solution that I assume, at some point, allowed the RB button to show up when I typed :rbbut:.
