For this achievement, you must drive as 10 different drivers. Your career/custom car counts as one, so you just need to pick nine more drivers in Single Player.
If you are looking to get this quickly, you can start up a race, wait until it says GO, and retire. I verified that it works! You also have to win as three different drivers anyway for the other achievements, so bare that in mind.
