When you start a career in race mode the first thing you do is buy a car and pick a sponsor. The second is hire your first employee.
After you employ them and assign them to a role go to the My Teammates tab. With the employee highlighted press
to bring up the training tab. Then pick the skill you want to bump up and pay the price of the training to get the achievement.
