All other drivers are on a scale of opinions of you, as below:

Friend
Happy
Nice
Polite
Neutral
Annoyed
Upset
Angry
Mad
Rival

Race clean and their feelings to you improve, race dirty they worsen. You also get social media posts at times about you from other drivers. Select whether you want to reply with a compliment or insult. Each time you do this it moves their feelings towards you one place in the desired direction on the scale

Getting 3x Rivals should be easy if you race dirty and ram other drivers then insult them after the race whenever possible. Drivers who are rivals can make life a bit tougher in game, so it may be wise to get this out of the way in the Xtreme Dirt series (most drivers here won't be following you up the leagues and it's an easy series to win) or with only a select few target victims.

NOTE: All 3 rivals must be in the same series. This never popped for me until I got my 4th rival as the 1st was in a different series to the 2nd-4th
