An easier track to get this on is Watkin's Glen. As the achievement states, it must be career mode.
Make sure the difficulty is set to easy, and the length to 7% (6 laps). You'll want this because it'll give you much more room for error.
Skip the practice and do the qualifying. I was pretty consistantly able to qualify between 15-20th position.
The most important part is the beginning, where you can easily just pass a large amount of cars and get into around 6th position (If you qualified around 20th). If you didn't qualify at all, then you should still be able to get between 15-20 on that first turn.
Every turn requires the AI to slow down, so that should be your time to pass them. Make sure not to take shortcuts across the grass or you'll be penalized. This will be most notable at the S turn covered in grass, just past "turn 2"
