Fastest and easiest way of getting Baller Bucks is to play Exhibition on NBA difficulty with 2 controllers.
Put the game length to 15 points and only have the Multiplier stars Lottery pick on.
Keep scoring and stealing the ball from the other controller until the game is over.
Should net around 600-800 Baller Bucks in less than 60 seconds!

Does anyone know why I'm not making progress towards this achievement? Is it bugged for anyone else?

Packs of any denomination count. You earned credits from playing as well as completing objectives. One season on normal + playoffs netted me about ~10k points. The cheapest pack is 1500. By the end of completing a championship with a team from each conference I had enough to buy the 20 packs.

As you work on "Sweat and Tears", you will earn Baller Bucks. Use this in-game currency to buy player packs. The cheapest packs are 1500 BB. Simply buy 25 of them to unlock the achievement.
