you go to main menu > features > 2k share ( i think its to the right) > then upload rosters or settings and click yes > wait a couple seconds and you'll get the achievement

Can't believe I didn't do this when I first was playing the game back in august. It's a GIMME.

is it a server problem making it unable to share a file at this time?

no clue, all i know is that 2k servers are very bad

From the main menu, go to Features, 2K Share, and then Upload Roster. Once you finish uploading your roster, the achievement will unlock.
