To obtain this achievement, the quarter lengths must be at least 5 minutes each.
You can safely change the game sliders so turn the CPU's shot accuracy and power sliders down, let them shoot a couple of times so that they'll definitely be below 40%. You can also turn off NBA Rules so once they've done this you can just hold the ball for the rest of the game.

The only setting that matters for this achievement is the quarter length. 5 minute quarters are minimum for this achievement.
Other then that, you can turn off all NBA rules, and turn User/Computer Sliders up/down.
Two ways of getting this achievement, one would be keeping sliders on, and continue to steal to ball from the computer, and rebound their missed shots ( cpu sliders down ) and work toward your other achievements such as trip-dub, dub-dub, etc.
Second method would be to keep NBA rules off, and hold the ball the entire game not allowing the computer to take any shots.
