First off, you're going to want to adjust your game sliders. Adjust the sliders so that you aren't called for fouls (giving you the ability to steal very easily) and shooting (so you can hit the game winning shot easily) and lastly you'll want to set your quarter length to six minutes. The more you cripple the AI's ability to play, the more you'll make it harder for the AI to keep up with you -- this in and of itself can be good and it can be bad, depending on your play style.
You're going to have to micro-manage the game score and clock, especially if you're playing against an AI which can't make a simple shot due to the sliders. Keep a close eye on both the game clock and the score -- do whatever you can to ensure that you keep the score tied up until you shoot, so that if you miss you still have the ability to get the game winner in overtime.
Take a time-out prior to making the game winning shot. Use your best shooter and get a high percentage shot. If you've adjusted your sliders correctly, it shouldn't be hard to do this.

Try it several times setting to 1 mins and sucks it. Make it success after changing to 6 mins.

Quarters have to be at least 6 minutes in length for it to unlock
