In order to get this achievement you need to go into MyCareer and got to the store in the menu. From there, just buy MyPark Card Packs. I bought 3 packs of 10 cards for $6,000 VC. Keep track of your cards as you buy the packs and look for a card you get 5 duplicates for.
Then go into MyPark, press start and go to Park Cards. Equip all 5 of the same cards to any of the slots (A,B,X,Y) and it will ask you if you want to upgrade the card to an "Enhanced Card". Say "Yes" and the achievement should unlock for you.
P.S. It might take more than 3 Jumbo Packs to get 5 duplicates of one card. That was just how many I had to buy to unlock it...
