From the main menu, go to "MyGM/MyLEAGUE"
Start a new file, then go to MyLeague, then League Expansion.
You are then able to add up to six expansion teams. I just added one of the pre-created teams (Baltimore Barons).
Once you've added a team, press
and then click start mode.
Select the Baltimore Barons, and then start the league. Once the league loads up, you should have your achievement.
