So when you start up a gm go to free agents and search the youngest players. The ones with the nba icon can be two way players. You will then edit their offer and go to option and switch the option to two way one year deal. If they accept achievement is yours.

Go to the list of free agents you can sign at any point in the season, then look for a "2" symbol next to a players name. That Indicates he can be signed to a 2 way contract. sign that player and boom! An easy 15g.

You look for a player with a 2 number beside there name then negotiate trade then when you sign the contract you should be able to sign the with the 1 year (two-way) deal that's only if they been in the league for a year or less tho

I could not find any detailed guides for this achievement so I'm going to try my best to explain how I unlocked it. It's pretty simple but the whole offseason aspect of mygm/myleague can be a bit intimidating.
So to start I looked up which team in the nba had the most available cap space, which is the Pacers. I started a new myleague with just the Pacers and started the offseason. Go ahead and skip to the free agency part of offseason. This starts day 1 of the moratorium where players can verbally agree to sign with a team. I then highlighted the "expected" salary and press
twice to filter by the lowest expected salary. I picked the player at the very top and chose "negotiate contract". A new screen pops up and you should see an option to change the number of years on the contract. It should be at 1 year by default, so scroll to the left once and it should say 1(TWO-WAY) and you can no longer change any of the other options. Now just press 
and select yes to offer the contract to the player. Press start and you should see the player you offered a contract to with a "pending" status. Press one more time to change the status to "sign" and press start again and boom he's yours and achievement unlocked.
Note: the player might not immediately show up as "pending" because he needs to "mull offers", if that happens just keep advancing through the days until he shows up. There are 18 days of free agency. I did it with 2 different players and was able to sign both, so I don't know if it's possible for them to decline an offer, but if they do just try with a different player.
