This achievement is glitchy, not because it won't pop, it's because for some reason if you try to win a Player Control game, you'll notice you won't get a win on the tier you played with.
This is because, for some reason, if there is ANY player using a lower tier than you, you get credit for that tier, not yours. Ex: You used T1, one player used T3, you get win for T3.
Your best bet is to leave your T3 game for last and use a T1 player and go into a Player Control game, either against randoms or a boosting group, or a mix of both.
Note it's also best if you are boosting with a group, I recommend the majority of you staying throughout, I've had games not count because too many people quit.
You can't get this in G.O.A.T league, it will not give you the achievement and you're stuck there forever. Like me

That’s not quite it as I have won with a Tier 3 player only needing a Tier 3 win and it did not count. This trophy is terrible. I have earned it so many times across different divisions and different tiers but no luck. ☹️
