How to unlock the Belle of the Ball achievement in NBA 2K22 - Definitive Guide
I am pretty sure this is temporarily broken, as I went #1 overall (lottery is #1-14) and didn't get this achievement. As soon as someone has a better solution/fix or the developers fix this I will take this down.

Looks like it has been fixed however I think I have to create a new player and get drafted again

I unlocked this by electing to go to college. It doesn't matter which school you choose. Then I used whatever VC I had available (around 5000 VC) to increase my key attributes. I built a two-way sharpshooter so I concentrated on my shooting attributes. Going into the first game my player was rated like 62 OVR.
I recommend going to the Gatorade gym and completing all the exercise categories to get a little boost and participate in all of the team practices before each game to get a nice attribute boost for completing the practice drills. If you get a 3 star performance you get a +15 boost, 2 star is +10, 1 star is +5.
When it comes to playing the tournament games, unless you have a ton of VC that you use to build up your player to be like an 80 OVR or higher, do not try to be a ball hog, just play good team basketball. When on defense just try to play tightly to your man and stay in front of him if he tries driving to the hoop. Don't try to steal or block shots (unless you have high ratings for those abilities), just use the right-stick to defend shots. If you use the right stick to defend shots, the CPU will miss 9 out of 10 times. Crash the boards often to try to get a rebound. I was only rated like 50 or 55 in rebounding and I was able to get at least 10 rebounds a game. Also recommend turning on the setting that shows the offensive play overlay on the court so that you can correctly run offensive plays so that you know where to stand, when to set picks, and what movements you need to make. Remember play team ball.
The key thing in these games is to just put up decent stats (I was getting between 10-20 points and 10+ rebounds per game) and get an A- or A teammate score by the end of the game. You don't have to be a highly rated OVR player or put up insane stats.
Another key point is that you have to win every game, but it's not as difficult as that may sound. If you are losing badly or there's only a few seconds left in the game and its apparent that you're going to lose, or if you didn't put up good stats or a good teammate score, you can just pause the game and quit. Then load your MyCareer save and you will start the game over from tip-off. So you essentially have unlimited tries to win and perform well.
After each win, you'll earn some VC, so use that to increase your primary attributes as you see fit. After a couple of games you should be able to unlock a badge or two so be sure to equip those along the way.
Once you've won the National Championship, and if you've been putting up decent stats and getting a good teammate score in each game, you should be projected to be a top 5 draft pick. You can track your draft projection after each game. It may take 2 or 3 games from the beginning for your projection to start changing.
You'll have the option of attending the NBA Combine. If you are projected as a top 5 pick, do not participate in the combine. You will not harm your draft projection by skipping it. You have to perform a bunch of training and skills drills and if you are not a highly rated OVR player you could perform poorly and this will actually hurt your draft projection. If somehow you're not projected to be a top 5 pick, then the NBA Combine is your last chance to perform well and improve your draft projection.
And that is it. Once you tell Ricky that you're ready for the draft, the achievement should unlock. My player was only rated a 65 OVR and by just doing what I described above, I was drafted #1 overall.
I have not played through this yet by electing to go to the G-League instead of College, but I assume that the same recommendations would apply to that, and I would assume the ability to quit and restart a bad game or potential loss works as well.
