As of 28/09/2021, there is a Jayson Tatum Signature Challenge which does reward you a Hall of Fame badge. This is currently the only sure fire (and easiest) way to get a HOF badge.
Once the challenge is won, go to Edit player on the Lineup page, and apply the HOF badge to any of the players that are eligible. You can also go to your inventory, filter by badges, click the HOF badge and "Apply to Player" and this will show you all players in your squad that you can apply the badge to.

All my players I have gives me a message saying "All of the badge slots have been filled on this player". What can I do to get around this?

@Pipideed - then you unfortunately have no eligible players to apply them to. You'll have to find/earn a player that you can apply a HOF badge to. Even if they have a gold (as long as it's upgradable) you should be able to apply it.
