You have to complete the quest "MVP OF THE CITY"
Once you complete the MAIN quest lines, after the cut scene of you seeing your Statue it will pop.
I thought it was supposed to pop after I won Hammond Park, but I had to do the College FlashBacks in order to complete MVP OF THE CITY, so make sure you do them!
TIP: I fouled out of the college games after I completed the in game challenge and got lucky my team won the games, usually I scored enough to get a good lead. I also had my game on "Rookie" difficulty so it was a breeze.
REWARD: 7,500 VC and a Bronze Statue.
