How to unlock the Sunset Park achievement in NBA 2K24 - Definitive Guide
When I did this, my player was a 6'5" 3-Level Threat SG at level 87 (with a maxed out 3-ball). Because of my high 3-pt shot, I would pass to a teammate, set a pick for them, and then pass to myself when they drew double coverage and knock down a three.
If you are playing as a big, I would just get the switch (pick n roll) and then back down the smaller defenders.
You will start this with pretty crappy AI hoppers (John and Tom). As you progress and beat teams, you will unlock that team's captain, who you can then pick to use during your next match. Setting the AI to the other team's best player worked best for me. Once you set your lineup, you can rearrange it and pick who you want to defend who on the other team.
I started off by beating Disco and The Tax Man, and then added them to my squad. Once I beat Mr. Maybe's team, I used him and The Tax Man. Once I had unlocked 5-0 and Rotten Rodney, I used them for the rest of Sunset Park and The Point.
Rotten Rodney is great, as he loves catching alley-oops and can help you Shut Down the spot (end the game early) With him and 5-0, they will give you size on the court. I would also use 5-0 and put him on their best player for defense. Doing this helped me run through all the teams at The Point quickly, by either blowout or shutting it down.
Shutting Down the court happens when you take a big lead and keep doing flashy plays (like alley-oops), and can help you end the game before you get to 21. You fill up the yellow meter every time your lead goes up. Once full, you will activate the "Shut It Down" meter. I was able to beat a team 10-0 and shut it down because Rotten Rodney had a crazy alley-oop dunk for my team.

Hit select to bring up the map, and you can use the key to find Sunset Park. Should be in the top left side of the map. If you leave the stadium, you will be out in the city and can put a marker on Sunset Park, so you can find it.

Solution For Those Of Us Who Are Not Good At The Game And Its Overly Complicated Controls
This can be an absolutely brutal, rage quitting, new profanity inventing, controller smashing achievement if you go into this thinking you can play it like you can MyCareer with Rookie Difficulty on. You can't, this mode is the personification of cheating AI. Luckily, there is a cheese method and it's beautiful.
I did this in MyCareer with a point guard using the Steph Curry build so I'd be an overpowered three point shooter. I waited until I'd finished MyCareer (i.e. gotten the GOAT achievement) so I had plenty of VC to update my player. Naturally I put everything into Three-Point Shooting, I maxed out the bar at 97. You'll definitely want this as high as possible.
Make sure you're playing on Rookie Difficulty, not that it makes a huge difference with the cheating AI. Open your menu and go to Quests / Main / Streetball At Sunset Park. Select this to get a waypoint to the quest, follow it and talk to Young Wayne to begin.
You'll be prompted to play your first Streetball match, which is 3 v 3 with the first to 21 points (and winning by at least 2) wins the game. You'll get some very lame teammates, but luckily with the cheese method it doesn't matter. You actually can do the entire achievement with just them if you want since your teammates will barely be involved, but we don't want to do that since we can get better guys to make this even easier.
You'll be facing Disco and his crew, I recommend having Tom cover Disco, John covering Gru, and yourself covering Alkins. You always want to have your best AI teammate cover the best rated player while you cover the lowest rated.
When the match begins and you get possession of the ball, dribble to the edge of the three point line and hold the LB. This calls your teammate for a pick, where they'll run up to the player guarding you and stand still next to them. What you want to do is hold RT and QUICKLY run to the other side of your standing still teammate and shoot a three, doing your best to hit a perfect release on the shot meter.
This takes a lot of practice to get the timing down, but if I can do it so can you. You'll get to the point where you can hit a three almost every single play with this method. The AI can't defend you and you'll be considered wide open, so the shot meter will have the same mercy on you as it does in career mode where you can have a guy hanging on you and still easily hit the three.

Again, it takes a fair amount of practice to get the timing down since you have such a small window before the AI slips past the pick but it can be done!
When you're on defense, just stick close to your guy and hold LT the entire time for that extra tough defense. The AI is God Tier even on Rookie, they'll likely obliterate your defense but it doesn't really matter since you'll be outscoring them with threes. If you get really good at this you'll even start filling the Shut It Down meter and be able to end games early with the automatic Shut It Down mercy rule of this mode. You also will be filling up your Takeover meter and can activate Shooting Mode for extra help.
You'll also hit some shots that are PERFECTLY green and you'll still miss because this mode is trash. Don't let it discourage you, just keep at it with every possession and eventually the computer will decide to let the ball go in.
As soon as you win the game (and every game) you unlock the leader of the opposing team to play for you. Now we want to make this achievement as easy as possible for ourselves, so we're doing to do a quick side quest. There are 10 posters with an “S" on them hidden all over The City, finding all ten will unlock the legendary Shep Owens as a teammate. You can find all the posters (complete with pictures) easily using this link:

Shep is great to have as a teammate early on because he's basically an NBA level player. You'll find times he'll actually score on his own or get rebounds on the rare AI miss. Now between him and Disco you have a pretty decent team, but we can make it even easier. 5-O and Mr. Maybe are by far the best players in the game and we want to get them as quickly as possible.
You can definitely beat both of them with the teammates you have, but if you want to make this EVEN easier open your menu, go to Quests, and select “Streetball At The Point". Follow this waypoint to Young Wayne to start another series of Streetball matches, you want to challenge and defeat The Yeti so you can get him as a teammate.
Go back to Sunset Park and use your team of Owens & The Yeti until you unlock 5-O and Mr. Maybe. These guys are amazing and can actually single handedly win games for you, Maybe will actually rebound and 5-O can actually hit shots. You might actually start to have this strange feeling called “fun" while playing with them and beating the rest of the teams. Upon beating the last one the achievement will unlock immediately.
