You need to reach gold tier lvl on MyTeam before unlocking auction house, you can reach it by playing single player challenges or games.
When you reach gold tier go to auction house, find card you can afford and buy it.
Achievement will pop after you collect the card from outcomes tab, in this year game you can't collect card instant you have to wait for 2k to verify your transaction soo it may take a minute.
